The answer to questions like this is always: it depends on who you are and what you want.
I recommend a regular Kindle for a very specific group of people: people who are hardcore readers and like the eink screens, and people who are somewhat gadget-phobic. For a lot of people, a tablet will be more useful because it has so much more functionality outside of just as a reader.
